Roanoke Stimulus Program

In response to COVID-19 (Coronavirus), the City of Roanoke City Council and the Roanoke Economic and Industrial Development Corporation, Type A, authorized a Stimulus Program to assist businesses negatively affected by the pandemic. The Stimulus Program is a local economic development program to help reduce the resulting economic strain on local businesses. Phase 1 of the Stimulus program was completed on June 30, 2020. The results from this program included $147,000.00 being distributed to 63 qualified Roanoke businesses.
Phase 2 of the Stimulus Program is now underway and will launch October 23, 2020. In this phase, two methods of economic stimulus are planned. The program will direct spending opportunities to Roanoke residents as well as the 76262 communities via two sources:

Phase 1 Overview
In response to COVID-19 (Coronavirus), the City of Roanoke City Council and the Roanoke Economic and Industrial Development Corporation, A Type A economic development corporation, authorized a Stimulus Program to assist businesses negatively affected by the pandemic. The Stimulus Program is a local economic development program to help reduce the resulting economic strain on local businesses. On March 19, 2020 Roanoke City Council declared a local declaration of disaster. As a result, the pandemic caused closures and limitations on local businesses in Roanoke.
Roanoke Stimulus Grant
On May 07, 2020 members of the Roanoke Economic and Industrial Development Corporation (Type A) and on May 12, 2020 City Council approved an Agreement for Funding of the Stimulus Program. The total contribution is an amount up to $200,000.
Eligibility & Qualifications
To keep businesses running through a time of social distancing, this stimulus program will assist small Roanoke businesses that are independently owned and operated with a maximum of 50 employees. Eligible industries may include retail (storefront), food and beverage; personal care (barber shop, nail salons, spas, etc.), education training, health/wellness, art galleries and small manufacturing businesses. National chains, home-based businesses, permanently closed businesses, and non-profit organizations are not eligible for the grant.
Eligible businesses must be able to demonstrate that the business was profitable prior to the COVID-19 outbreak and that they have experienced a loss of income since then. If the business does not own the building or the land where the business is located, they will be required to affirmatively declare that they were not in arrears on rent prior to February 29, 2020 and they must provide their landlord’s contact information. Each applicant may request up to $3,000.
Tiers of Businesses to be considered
Tier 1 – Independently owned businesses located in the City of Roanoke that have been mandated by government action or decree to close or significantly alter their business activity due to COVID – 19 and have been deemed an essential business.
Tier 2 – Independently owned businesses located in the City of Roanoke that have been mandated by government action or decree to close or significantly alter their business activity due to COVID – 19 and have been deemed as a non-essential business.
Tier 3 - Independently owned businesses located in the City of Roanoke that can demonstrate that their businesses have been significantly affected by government action or decree but have not been ordered to alter business practices other than requirements related to size of groups in a single area and observing recommended social distancing.
Eligible expenses allowed under the grant program include:
•Rent/Mortgage•Employee support (salaries, insurance, paid leave, etc.)
•Utilities (electricity, phone/internet, etc.)
•Purchase of supplies to offer alternative business access (curbside pickup, delivery, shipping)
•Purchase of COVID-19 supplies for business/customer protection/cleaning
•Additional expenses as a result of increased cost from suppliers or alternate suppliers
•Other business needs as approved by the City of Roanoke
